New energy cargoes at Huelva: biofuels, methanol, ammonia and hydrogen

Huelva is turning into one of southern Europe’s green-molecule hubs. For a claims handler that means new cargoes, new terminals and new ways for a shipment to go wrong — and it is worth knowing in advance who is on the ground here.

What is arriving in this port

The Moeve energy park at La Rábida, in Palos de la Frontera, is building what is described as the largest second-generation biofuels complex in southern Europe, fed by waste-based feedstocks and producing renewable diesel and sustainable aviation fuel. Moeve and Exolum are building a dedicated energy-products terminal at Muelle Sur, with a new 511-metre berth and a pipeline corridor into the energy park.

Storage is already in place for part of this trade. The Decal terminal at Palos de la Frontera holds ethanol, methanol, biodiesel and vegetable oils and their derived residues among its products, in leased tanks with blending and additisation on site — which is to say the molecules of the transition are being handled in this port now, not at some future date.

Alongside it, the first phase of the Andalusian Green Hydrogen Valley — the Onuba plant at Palos de la Frontera, 300 MW of electrolysis, expandable — began construction in September 2026, with methanol and hydrogen derivatives intended for export by sea. Huelva already handles substantial liquid bulk volumes and operates a large LNG regasification plant with truck-to-ship and ship-to-ship bunkering.

What that means for a claim

Feedstock quality and contamination

Used cooking oil, tallow and other waste-based feedstocks arrive with variable quality and a sampling regime that is still settling. These are the same vegetable-oil parcels we have surveyed for years, with a sharper commercial edge: a failed sample now affects certification as well as value.

Sustainability documentation

ISCC and comparable certification travels with the cargo. Disputes increasingly concern paperwork and traceability rather than the physical condition of the parcel, and the evidence has to be gathered accordingly.

Blending and co-mingling

Biodiesel, HVO, bioethanol, methanol and conventional products sharing lines and tanks create off-spec claims where the cause is in the shore system, not on board. Line samples and terminal records matter more than ever.

New fuels, new exposure

Methanol and ammonia as cargo and, in time, as bunkers bring toxicity and handling issues that change how an attendance is planned and how quickly a surveyor can safely board.

Where we stand

We survey the liquid bulk and vegetable-oil parcels that feed this industry today, and we have the local relationships — terminals, laboratories, pilots, Harbour Master — that an attendance on a new-fuel berth will depend on.

We would rather be straight about it: ammonia and hydrogen carriers are not yet routine traffic in Huelva, and anyone claiming years of experience with them here is describing a future that has not happened. What we can offer is a correspondent who is already on the quay, follows these projects as they are built, and will not need to learn the port when the first cargo arrives.
